Deputy Corporate Officer

Located in the south-central region of B.C., the Regional District of Okanagan-Similkameen (RDOS) covers an area over 10,400 km2 and is renowned for its orchards, vineyards and golf courses, as well as its widely varied landscape including deserts, mountains and valleys, pristine lakes and outdoor recreational opportunities.

The RDOS is seeking an exempt, full-time, Deputy Corporate Officer to join our Legislative Services team. This position reports to the Corporate Officer and provides specialized legislative support for a broad range of activities relating to services, bylaw and policy development, contract management, records management and corporate security.   

Responsibilities:

  • Leads Board bylaw and policy development and implementation for the Regional District as directed including providing recommendations and service arrangements within the established schedule.
  • Assists with the preparation of the annual department budget and corporate business plan and works with the Manager of Procurement to ensure that all purchasing policies are consistently followed.
  • Acts as the Deputy Corporate Officer for the purposes of the Local Government Act, the BC Evidence Act and other relevant legislation.
  • Coordinates legal advice and processes legal documents, receives and responds to affidavits, declarations and affirmations, and administers oaths on behalf of the Regional District.
  • Conducts public assent processes as required.
  • Processes, prepares and registers land title applications to the Land Title Survey Authority and maintains certification of submissions with the BC Law Society.
  • Collaborates with the Corporate Officer on the development and recommendation of policies.
  • Recruits, hires, coaches, manages and evaluates direct reporting staff.
  • Supports and promotes the Regional District’s Occupational Health and Safety Program, enforces safety policies and procedures including: ensuring that workers are made aware of all known or reasonably foreseeable health or safety hazards and complies with WorkSafeBC reporting requirements.
  • Promotes a customer focused approach for the department’s operations that is consistent with the corporate customer excellence strategy.
  • Directs the inclusion of confidential information for the Board of Directors in-camera agendas, minutes and related documents.
  • Liaises with various internal and external stakeholders in a variety of capacities related to department programs and projects including attendance at meetings as required.
  • Acts in an appointed position, as determined by the Corporate Officer, for general local elections and public assent processes.
  • Participates as a member of the Emergency Management Team and supports the Business Continuity Team as required.
  • Performs other related duties as required.

Knowledge, Skills and Abilities: 

  • Extensive knowledge of legislation, related statutes, laws, regulations and precedents respecting local/regional government administration and elections.
  • Extensive knowledge of Regional District structure, legislative processes and concurrent authorities.
  • Strong knowledge of bylaw and policy development processes.
  • Ability to exercise tact, discretion and sound judgment while dealing with sensitive issues in a political environment.
  • Exceptional verbal communication and conflict resolution skills to meet varying needs of internal and external customers and to mitigate and resolve conflicts when they arise.
  • Strong presentation skills, especially the ability to prepare written reports and make oral presentations.
  • Working knowledge of labour relations principles and practices, especially in a unionized setting.
  • Strong organizational, analytical, problem solving, and decision-making skills.
  • Ability to effectively delegate tasks to reporting staff to meet established goals and objectives.
  • Strong computer skills in Microsoft Office Suite and other software used in Regional District operations.
  • Ability to work flexible work hours, including evenings and weekends as required.

Qualifications:

  • Diploma in public administration or related field from an accredited educational institution.  Other accredited diploma programs may be considered.
  • Local Government Administration Certificate.
  • Certified Municipal Clerk designation is an asset.
  • Minimum of five (5) years of related and progressive experience preferably in a local and/or regional government setting. An equivalent combination of education and experience may be considered.
  • Minimum of one (1) year in a supervisory role.
  • Completion of the WorkSafeBC Supervising for Safety training.
  • Ability to pass and maintain a criminal record check.
  • Valid BC Driver’s Licence.

The annual salary range for this position is $100,891.00 - $116,960.00 and includes an excellent benefits and pension package. This position is also eligible to participate in the flexible work schedule.
