The Regional District of Okanagan-Similkameen is currently recruiting for a regular, full-time Cybersecurity / Network Security Analyst to join the Information Services team.

The Cybersecurity / Network Security Analyst position is responsible for maximizing the potential and the use of technologies to meet operational needs, service delivery requirements, and security standards for internal and external business processes. 

KEY RESPONSIBILITIES: 

  • Develops, maintains and supports systems and procedures to identify current and emerging IT security threats to the organization and determine appropriate responses.
  • Coordinates the identification, assessment and reporting of IT security incidents.
  • Evaluates IT-related solutions based on factors including business needs, user requirements, technological alternatives, cost, feasibility and security impacts.
  • Assists the division manager with planning, implementation, monitoring, and resolution of issues and anomalies related to IT infrastructure, networks, firewalls, switches, VPN appliances, wi-fi, and communications technology.
  • Assists with maintaining network security, wi-fi security, remote access VPN security (users/laptops/mobile devices) and user identity authentication.
  • Assists with IT network/communications configuration backups and IT network/communications failover recovery.
  • Participates in the development of IT related policies and administrative directives.
  • Acts as a liaison between industry peers, government agencies, other specialists and coordinates with consultants, contractors and member municipalities to advance Regional District technological efficiencies.
  • Maintains awareness of emerging security-related technology including: firewalls, intrusion detection/prevention (IDS/IPS), authentication, authorization, secure network design, disaster recovery, penetration and vulnerability testing, role segregation, role engineering and security centric quality assurance, identity management, password management, role-based access control (RBAC) and multi factor authentication (MFA).
  • Assists Corporate Services staff with Privacy Impact Assessments for new security systems and procedures being considered and developed.
  • Provides training and support for all related cybersecurity countermeasures to staff and Board of Directors as required.
  • Participates in the design, monitoring and maintenance of SNMP monitoring for 9-1-1 fire dispatch, SCADA, UPS and other systems used in Regional District operations as required.
  • Administers and maintains telecommunications services such as LTE, DSL, PTP and MPTMP Microwave, and Fibre services.
  • Participates in the development, refinement and budgeting of cyber operations objectives, plans and priorities.
  • Attends, supports and provides technical and network security expertise for Board of Directors meetings as required.
  • Participates as a member of the Emergency Response Team as required.
  • Performs other duties as required.

 

QUALIFICATIONS:

  • Post-secondary degree in Computer Science/Computer Engineering, or a related field.
  • Training/certifications such as MTA, MCSA, MCSD, MCTS, MCITP, CCNE, CCNA, CCIE, CCSP are considered assets.
  • Minimum of five (5) years of experience providing information technology, network, network security and communications support, including VOIP phone systems such as Cisco, preferably in a municipal and/or regional government setting.
  • Working knowledge in Windows O/S, Windows Server, Cisco ISE, MSSQL Server, Cisco IOS.
  • Working knowledge in virtualization and storage area networks (SAN).
  • Working knowledge of project management software and the planning, organizing and managing of resources.
  • Ability to create systematic and consistent requirements specifications in both technical and user-friendly language.
  • Ability to work on a number of concurrent tasks with deadline pressures.
  • Ability to work independently and efficiently with limited supervision.
  • Ability to understand and execute oral and written instructions and write clear and concise documentation.
  • Ability to be courteous and diplomatic in dealing with internal and external customers.
  • Good physical condition with sufficient strength (safe lifting of items of 40 kg) to handle and move network and related equipment.
  • Ability to work flexible hours, including evenings and weekends.
  • Ability to pass and maintain a Criminal Record Check.
  • Valid BC Driver’s Licence.

 

This regular, full-time position is included in the BCGEU bargaining unit. The hourly wage for this position is $48.98 per hour and will increase to $49.23 per hour on July 1, 2026. In addition, the RDOS offers an attractive benefits package, pension and a flexible schedule that permits a reduced workweek.
