Located in the south-central region of B.C., the Regional District of Okanagan-Similkameen (RDOS) covers an area over 10,400 km2 and is renowned for its orchards, vineyards and golf courses, as well as its widely varied landscape including deserts, mountains and valleys, pristine lakes and outdoor recreational opportunities.
The Regional District of Okanagan-Similkameen is currently recruiting for the regular, full-time Building & Plumbing Official III to join the Building & Enforcement Services team. The Building & Plumbing Official III is responsible for maintaining and enforcing building and plumbing construction and design standards in compliance with the B.C. Building and Plumbing Codes and Regional District bylaws. While the ideal candidate will possess Level III certifications, experience and Level II certifications may be considered.
Reporting to the Senior Manager of Building & Enforcement Services, the key responsibilities of the role include:
- Reviewing and approving construction drawings for all buildings, plumbing systems for residential and commercial construction, and associated reports and documentation for compliance with Building and Plumbing Codes, related bylaws, standards and regulations.
- Preparing plan checks and calculating permit costs and associated fees, issues permits, stop work letters, notices and orders.
- Liaising with other departments and trade professionals as necessary to ensure compliance with applicable Codes and Bylaws.
- Conducting inspections at various stages to ensure conformance to approved plans, Building and Plumbing Codes, related bylaws, standards and regulations and provides technical advice to the builder as necessary.
- Responding to public inquiries and develops business relationships regarding building and plumbing inspection services including technical information, interpretation of Codes and bylaws and inspection calls.
- Initiating enforcement on non-compliant structures and ensures appropriate follow-up and resolution.
- Maintaining file notes and inspection reports and drafting correspondence related to active permit requirements and unauthorized construction activities.
- Writing and reviewing general letters, correspondence, and technical reports.
- Maintaining up-to-date knowledge of new developments in building and plumbing technology and associated regulations and ensures that required certifications are current. Researches alternative Code solutions when required.
- Conducting field work which includes travel by vehicle and/or outdoor work in all weather conditions.
- Participating on the Emergency Response Team as required.
Qualifications:
- Diploma in civil or building technology; or equivalent combination of education and experience.
- Trades Qualification in Carpentry or Plumbing would be considered an asset.
- Wood Energy Technology Transfer (WETT) Certification would be considered an asset.
- A minimum of Level III Certification with the Building Officials Association of British Columbia is required.
- A minimum of Level I Certification with the Plumbing Officials Association of British Columbia is required.
- A minimum 4 years’ related experience in building trades or building inspection field.
- A minimum of 4 years experience in local government is required.
- Knowledge of the B.C. Building and Plumbing Codes, Bylaws and other related Provincial Acts, standards and regulations.
- Knowledge of building site conditions with the ability to detect potential geotechnical or flood hazards as outlined in provincial legislation.
- Knowledge in acceptable practices, methods, materials, tools and equipment in the construction industry.
- Computer skills in Microsoft Office Suite (Outlook, Word, and Excel).
- Ability to interpret and maintain current working knowledge of the Building Code Appeal Board decisions and amendments to building regulations.
- Ability to read, interpret construction plans, blueprints and specifications for Code and Bylaw compliance.
- Ability to communicate in a courteous and tactful manner.
- Ability to maintain a calm demeanour when enforcing regulations and use effective and efficient judgment skills to prevent and diffuse confrontations.
- Ability to work independently and efficiently with limited supervision.
- Ability to pass and maintain a criminal record check.
- Valid B.C. Drivers’ licence and clear driver's abstract.
This regular, full-time position is included in the BCGEU bargaining unit. The hourly wage for the position is $49.72 (January to June) and $50.22 (July to December) plus an attractive benefits package. This position also currently has a $4.00/hour hard to recruit/retain incentive and an opportunity to participate in the four-day week schedule that is currently in place.
