Tsawwassen First Nation (TFN) is a proud Coast Salish nation whose land base is located south of the Fraser River on the Salish Sea. TFN is a modern treaty First Nation under the terms of a Final Agreement with Canada and British Columbia that became effective in 2009. The Tsawwassen First Nation Final Agreement is the first modern urban treaty in British Columbia, and the first to be negotiated through the BC Treaty Commission process.
TFN is now going through a period of revival and renewal as we plan our future and work towards our goal of becoming a strong, self-sufficient and sustainable First Nation for present and future generations.
TFN is seeking a qualified manager to lead our Family Services department. Reporting to the Director of Member Services, this position oversees the effective management of all key components of TFN’s Family Services to Tsawwassen First Nation’s (TFN) Members, Families and extended families. Built on the principle of integrated case management the Manager of Family Services will lead a team of skilled professionals who will work with the community to develop appropriate, specific programs and interventions that will significantly improve individual and family services. Adopts a trauma informed approach to support wellness and self-sustainability of individuals and families. The Manager of Family Services will work effectively with the community and with external service providers to connect families and individuals to the family related resources required for them to succeed.
Specific Responsibilities
- Oversees the administration of TFN’s Family Services Program according to TFN Legislation and Regulations, and government funding
- Designs and delivers family services programs including respite, clinical counselling, and health empowerment as well as home and community care programs and initiatives
- Leads the Supervisor of Family Services in the guidance team staff
- Designs, oversees and coordinates Family Services program delivery
- Collaborates with Family Services team and interfaces with external partners and community leadership
- Works in partnership with the Manager of Health and its team members, external partners and community leadership
- Oversees the Child and Youth Support home program/staff and provides consultation to Family Services staff as it relates to files connected to the Ministry of Children and Family Development
- Works closely with Manager of Health to ensure seamless service delivery to clients
Qualifications
- Degree in Social Work, or a field related to the job, plus 5-10 years of progressively more responsible management experience in the provision of family related services; or an equivalent combination of education and experience
- Knowledge of and experience in a First Nation community is highly desirable
- Completion of a satisfactory criminal record check

- Supervisory experience in the social work field or other similar service and/or program delivery function
- Knowledge of supervisory and managerial techniques and principles
- Knowledge of First Nation history, culture, and communities
- Knowledge of trauma informed approaches to service delivery
- Demonstrated ability to mentor and coach staff
- Demonstrated ability to lead a multi-disciplinary team
- Ability to develop strategic direction and program implementation collaboratively with various stakeholder/community groups
- Ability to align with government, stakeholder, community groups and clients
- Demonstrated problem solving skills
- Demonstrated competence in budget management
- Must complete a satisfactory Criminal Records Check
- Valid Class 5 BC Driver’s License
- Ability to effectively prioritize workloads and meet required deadlines
- High ethical standards and ability to maintain confidentiality
Working Conditions
- Reports to the Director, Member Services
- The Manager of Family Services reports directly to the Director of Member Services. There will be one direct report, the Family Services Supervisor. While the Family Services Supervisor will have numerous reports of their own, the overarching leadership of the Family Services team will come from the Manager of Family Services in consultation with the Director of Member Services. The number of reports and distribution of tasks may vary to reflect business needs within a rapidly growing government and community
- 8:30 to 4:30 with some flexibility required for occasional evenings and weekends as required and to be one of the supervisors providing rotating on-call coverage
- Work is performed primarily indoors in an office environment. Off-site travel is occasionally required to attend meetings, committees, conferences and training events. Work often involves managing confidential information of a personal and sensitive nature. Work involves managing Family Services crisis situations and will include some evening or weekend work based on operational needs
Wages
- $61.53 - $69.23 / hour. Placement within the salary range is based upon a review of skills, experience and internal equity. TFN provides excellent benefits including enrolment in the BC Municipal Pension Plan
