Tsawwassen First Nation (TFN) is a proud Coast Salish nation whose land base is located south of the Fraser River on the Salish Sea. TFN is a modern treaty First Nation under the terms of a Final Agreement with Canada and British Columbia that became effective in 2009. The Tsawwassen First Nation Final Agreement is the first modern urban treaty in British Columbia, and the first to be negotiated through the BC Treaty Commission process.

 

TFN is now going through a period of revival and renewal as we plan our future and work towards our goal of becoming a strong, self-sufficient, and sustainable First Nation for present and future generations.

 

Specific Responsibilities:

  • Participate in the review of engineering design drawings and ensure compliance to applicable bylaws, guidelines, and regulations.
  • Oversee the construction of works and services for development and capital works projects including the preparation of field inspection reports and liaison with contractors.
  • Participate in project meetings with developers, consultants, contractors, public and stakeholders.
  • Prepare formal reports, memos, and documents. Provide reporting of work progress and issue construction memos to contractors as needed.
  • Review and comment on as-built submissions for infrastructure and coordinate the addition of the information into TFN’s GIS system with the GIS coordinator.
  • Coordinate with utility agency requirements for permits within public rights-of-way, utility easements etc.
  • Review soil deposit and removal permit applications and issue permits. Monitor work performed under those permits.
  • Coordinate and monitor TFN water metering program.
  • Review water commissioning plans and issue approvals.
  • Review tree cutting permits, issue permits, and coordinate work associated with the permits.
  • Assist with the collection of municipal spatial data using GPS.
  • Assist with dike inspections.
  • Assist with development of policies, bylaws, and standards as necessary.
  • Perform other related duties as required.

  

Qualifications:

  • Diploma in Civil Engineering Technology plus a minimum of two or more years of related experience with sufficient depth of experience in construction inspection, and administration of regulations in a municipal environment.
  • Eligibility for registration with ASTTBC as an AScT.
  • Strong understanding of MMCD.
  • Ability to prepare, read, and interpret plans, specifications, contract documents and TFN bylaws and technical specifications.
  • Experience with the review and acceptance of development applications, third party utilities, and engineering utility reviews.
  • Ability to exercise independent judgment and decision making.
  • Effective written & verbal communication skills including the ability to prepare public reports.
  • Ability to lead negotiations with external groups such as developers, contractors, consultants, regional third-party utilities, and the public.
  • Excellent customer service and interpersonal skills.
  • Strong time management skills and a demonstrated ability to manage multiple priorities and deadlines.
  • Proficiency with computer programs (MS Office).
  • Ability to work outside in all weather conditions, including accessing sites in steep or difficult terrain.
  • Class 5 BC Driver’s License and the use of a reliable personal vehicle.

 

Working Conditions:

Work is performed with a mix of indoor office environment and outdoor field environment activities. Off-site travel and extended hours are occasionally required for meetings, field inspections, and attending conference and training events. The engineering technologist reports to the land development engineer.

 

Location:

You will report to the Lands Office located at 2460 Falcon Way, Tsawwassen, BC.  Occasional remote work from home may be permitted.

 

Wages and Benefits:

TFN government provides a competitive salary and excellent benefits package including enrolment in the Municipal Pension Plan. The wage range for this position is between $40.34/hr to $44.82/hr. Placement within the pay scale is based on a review of skills, experience and internal equity.
