Tsawwassen First Nation (TFN) is a proud Coast Salish nation with our land base situated in Tsawwassen, B.C. In 2009, the Tsawwassen First Nation Final Agreement came into effect – this treaty was the first modern urban treaty in BC and the first treaty to be successfully negotiated through the BC Treaty Commission process. The Treaty grants us municipal, provincial, and federal jurisdiction over a land base of 724 hectares. This landmark agreement has empowered our community, fostering growth and development while preserving our cultural heritage. TFN’s growth includes the construction of new commercial and residential developments which adds to our existing infrastructure.

The Utilities department operates a Class II Water Distribution System, Class III Wastewater Collection System, Class III Wastewater Treatment Facility, and Storm Water Drainage pumping stations. The Utilities team is responsible for the cleaning, repair, maintenance, and improvements upon these systems.

The Opportunity

Tsawwassen First Nation has an employment opportunity in our Municipal Infrastructure Department for a full-time Utilities Foreperson. The Utilities Foreperson assists the Utilities Supervisor in overseeing the daily operations and maintenance of the Community’s water distribution network, wastewater and storm collection systems, as well assisting development engineers with new additions. All work is carried out in compliance with the BC Municipal Wastewater Regulation, Canadian Wastewater Systems Effluent Regulation, BC Drinking Water Protection Act and Regulation, WorkSafe regulations, TFN Policy, Procedures, other appropriate regulations, and recognized safety precautions. The Foreperson is responsible for the supervision of all employees and equipment assigned to the Utilities Department, ensuring compliance with safety requirements, policies, and procedures.

Specific Duties and Responsibilities

  • Assist Supervisor to coordinate, oversee and assist in managing the daily operation, maintenance, and repair functions of the:
    • Water Distribution System, including mains, valves, services, meters, hydrants, water quality.
    • Wastewater and Storm Collection Systems, including repair of sewer pipes, mains, pumps, valve, air releases, drains, basins, manholes, and all associated buildings, equipment, and fixtures.
  • Provides professional and technical expertise, guidance, training, and leadership to assigned staff and contractors.
  • Assist Supervisor in responding to public inquiries in a courteous manner within scope of knowledge and authority, provide high quality customer service as required.
  • Prioritize and maintain the assigned work through continuous recordkeeping, reviews, and updates using software-based work management systems (Lucity).
  • Perform evening and weekend on call and response duties on a rotational basis as scheduled by the Utilities Supervisor.
  • Assist Supervisor with the preparation of condition and maintenance reports, costing and budgeting of repairs and upgrades, and future planning.
  • Review the work of engineering and civil consultants and contractors for development projects as they relate to the water and sewer works.
  • Maintain professional certification and development by attending training and development opportunities.
  • Perform other duties as required.

Qualifications

  • Completion of Grade 12 High School or equivalent.
  • Technologist or technician certification in a related field is considered an asset.
  • EOCP Class II Water Distribution and Class III Wastewater Collection Certification or the ability to obtain both within 3 years of being awarded the position are required.
  • Minimum of five (5) years’ experience working in a related position or field.
  • Knowledge of civil construction techniques related to new water and wastewater infrastructure.
  • Experience with recordkeeping software, Microsoft office software suite, GIS, SCADA, and other CMMS.
  • Basic knowledge and/or demonstrated ability in management principles.
  • Able to work independently and develop initiatives and programs in response to the needs of the department as well as corporate policies and goals.
  • Willingness to be flexible in a changing work environment.
  • Organized, self-motivated, and able to manage competing priorities.
  • Experience working in local government is an asset.
  • Possess strong problem-solving and troubleshooting skills.
  • Ability to manage stakeholder expectations and communications.
  • Must complete a Criminal Records Check and possess a valid BC Driver’s license with ability to travel to and from site.

Working Conditions

  • Primarily in the field assisting and supervising the Utilities Team. Will work with other Municipal Infrastructure staff.
  • Heavy lifting and manual labour are involved in the maintenance of the systems.
  • Work outdoors in all-weather types and may have to work in and around traffic.
  • Offsite travel and extended hours are occasionally required for callouts, meetings, and attending conference and training events.
  • Some office work will be required to prepare reports and maintenance plans, attend meetings, and other duties as required.

Compensation

Pay scale for this position is $45.79 to $48.20 per hour with excellent benefits including enrolment in the BC Municipal Pension Plan. Placement within the pay scale is based on a review of skills, experience and internal equity.
