Tsawwassen First Nation (TFN) is a self-governing First Nation that delivers a wide range of community services, including all of those typically delivered by municipalities. The Lands Department is responsible for the delivery of all planning, development, and engineering related services. The Community is in the midst of a significant development program, which includes the development of commercial, industrial, and residential properties. Along with the review and approval of the engineering infrastructure to support this development, the Lands Department is also responsible for assuming the ongoing maintenance and management of the infrastructure.
TFN is seeking a qualified individual to join our Lands Department in the permanent full-time position of Tenant Outreach Worker. In this role you will be primarily responsible for liaising with tenants to facilitate an open communication between Property Management/Lands and Health and Social Services. Duties will include organizing and coordinating tenant seminar series geared towards rental properties maintenance. You will support tenant families with accessing community resources. You will assist with onboarding new tenants, move-in and move-outs logistics, and provide ongoing support in various social aspects You will assist property management with administrative tasks. You must be able to demonstrate the ability to apply culturally safe and competent care, including when working with Indigenous peoples.
The Tenant Outreach Worker reports to the Property Management Supervisor and Lands Manager and must maintain effective working relationships with other staff members, Chief and Council, community members and public.
Requirements
- Tenant screening and collection of tenant info data pertaining to tenancies
- Support with tenants’ logistics at move-in and move out, engage in delivering knowledge of TFN’s Tenancy Agreement and Lelum Rental Housing Policy with the tenant and families
- Administration of TFN’s rental housing waitlist and Member rental housing applications
- Liaison between tenants, Property Management, Facilities and contractors during periods of repairs or extensive renovations affecting their suites
- Tenant training and support with unit-maintenance
- Creating, planning, developing and organizing tenant educational seminars. Lead the coordination of a structured training plan for seminars related to tenancy maintenance, garbage and recycling admin, appliances troubleshooting, general home maintenance and upkeep, finances, home economics, to empower them in conducting their own rental unit maintenance
- Liaison with other TFN departments for presentations and invite/source 3rd party speakers from related fields to attend the seminars
- Assist with Tenant notices and tenant related correspondence and notices delivery to residences
- Triage or handle tenant complaints in a professional customer service focused manner. Cultivate positive relationships with tenants
- Ability to apply a high degree of discretion in establishing supportive, trusting relationships with tenants, while respecting the role and obligations of Property Management staff according to the Residential Tenancy Act and TFN internal policies
- Assist with arrears rent recoveries, pet and/or damage deposits and update the monthly rent rolls spreadsheets. Liaison between tenants, Finance, HPP, SA sourcing solutions for tenant feasible payment plans
- Experience with tenant-landlord relationships; sound knowledge of community resources and methods of access in application of the Residential Tenancy Act and Health and Safety regulations
- Ability to learn and understand Tsawwassen First Nation programs, policies, and operational structure
- Ability to assist groups to develop and co-ordinate community activities and programs
- Ability to build and maintain professional, confidential relationships with tenants
- Experience/familiarity with First Nation housing
- Ability to work effectively across organizational departments and in a team and partnership context
- Knowledge of current social issues such as poverty, homelessness, mental illness, addictions, domestic violence, child protection etc
- Strong analytical, problem-solving, and time management skills
- Strong awareness of cultural diversity
- Strong skills in crisis intervention, mediation, and conflict resolution
- Other administrative duties as required by the Lands Manager or the designate
- Proficiency in MS Office applications (Word, Excel, PowerPoint) and basic computer systems
- Valid Class 5 BC Driver’s License required and access to personal vehicle with appropriate insurance coverage
- Must complete a satisfactory Criminal Record Check
Education/Experience:
- Completion of a diploma or certification program in community social service, community mental health, or other relevant discipline
- Considerable experience in direct supportive counselling with diverse populations that face multiple barriers to successful housing
- Or an equivalent combination of education, training, and experience acceptable to the employer
Working Conditions:
- This is a regular, full-time, 37.5-hours per week position based in the office, on TFN Lands
- Ability to prioritize workloads, to work independently with minimal guidelines and supervision, and to perform tasks under periodic work pressure
- Upon demand, open to on-call, after hours, weekends, TFN office closures, in case of emergencies
Wages: Pay scale for this position is $34.05 to $38.05 per hour with excellent benefits including enrolment in the BC Municipal Pension Plan. Placement within the pay scale is based on a review of skills, experience and internal equity.
