The Fire Chief / Protective Services Supervisor develops, leads and coordinates the core programs within the Protective Services branch of Skeetchestn Indian Band’s (SIB) Infrastructure Department. The Supervisor ensures the community is prepared for emergencies, leads or coordinates EOC activations, strengthens relationships with external partners, and supports culturally safe, community-centered emergency planning and response.
Reporting to the Director of Infrastructure, the position assumes the responsibilities of the following core program areas:
- Skeetchestn Fire Department
- Emergency Management
- Community Safety
- Occupational Health and Safety
- FireSmart
Key Responsibilities
Performs all duties and responsibilities in accordance with Skeetchestn Indian Band policies, practices, and procedures as directed by the Director of Infrastructure. Maintains confidentiality as required pertaining to students, members, employees, and general matters of SIB.
Skeetchestn Fire Department
- Administration and strategic planning – reporting to management and Chief / Council
- Financial management – fundraising, budgeting, cost tracking
- Development of bylaws, standard operating procedures, guidelines, safety processes
- Establish, develop and maintain relationships with provincial, regional and neighbouring emergency management entities
- Incident response coordination
- Volunteer Recruitment / retention
- Mentorship and Fire Officer development
- Training coordination and delivery for volunteer fire fighters and employees
- Equipment sourcing and purchasing
- Asset / Inventory management
- Coordinate community outreach (fire prevention /fire safety initiatives)
Emergency Management
- Act as the primary liaison to all external EM government and non-government organizations and stakeholders
- Administration and strategic planning – reporting to management and Chief / Council
- Financial management – fundraising, budgeting, cost tracking
- Collaboration with SIB and Skeetchestn Natural Resources staff
- Development, maintenance and testing of all emergency management plans in each of the four pillars of EM (mitigation/prevention, preparedness, response, recovery)
- Coordinate / chair the Skeetchestn Emergency Program Committee
- Establish, develop and maintain relationships with provincial, regional and neighbouring emergency management entities
- Establish and maintain Skeetchestn’s Emergency Operations Centre (EOC) staffing and facility capacity to respond to emergency events
- Support the Skeetchestn Social Development Department with the development and maintenance of ESS-Emergency Support Services function in the community
- Coordinate and track EOC and other training for staff members
- Plan and host exercises (tabletop, functional, and drills) with leadership, RCMP, fire, wildfire, and community partners.
- Coordinate emergency related communications function
- EOC asset / inventory management
Community Safety
- Act as a primary liaison with RCMP for emergency coordination, safety planning, and incident support
- Coordinate community security guard services to support community safety activities such as:

- Traffic control support and perimeter control (as authorized)
- Community patrol coordination and reporting
- Evacuation support (checkpoints, entry control, facility security)
- Protection of community facilities and critical assets (as directed)
Occupational Health and Safety (OH&S)
- Develop, implement, and maintain the Skeetchestn’s Occupational Health & Safety (OHS) program in alignment with applicable federal and provincial regulations
- Identify workplace hazards across community departments (e.g., administration, public works, housing, health services) and implement effective control measures
- Conduct regular workplace inspections, safety audits, and risk assessments
- Lead incident investigations, including near-misses, and ensure corrective actions are implemented and documented
- Maintain accurate records of safety incidents, inspections, training, and compliance activities
- Coordinate and deliver OHS training (e.g., WHMIS, first aid, emergency response, safe work procedures) for staff and leadership
- Develop, review, and update safety policies, procedures, and safe work practices
- Serve as the primary point of contact for health and safety concerns and promote a strong safety culture across the community
- Ensure compliance with WorkSafeBC and other regulatory requirements, including reporting obligations
- Collaborate with leadership, supervisors, and community members to integrate safety into daily operations
- Support emergency preparedness planning, including fire safety, evacuation plans, and community response protocols
- Participate in joint health and safety committees (or help establish one if not in place)
- Monitor contractor safety and ensure external vendors comply with community safety standards
- Provide regular reports to Chief and Council or senior management on OHS performance and recommendations
- Incorporate culturally appropriate practices and respect for traditional knowledge into safety programming where applicable
FireSmart:
- Act as the primary liaison to the BC FireSmart Program
- Administration and strategic planning for all wildfire resiliency functions
- Financial management – fundraising, budgeting, cost tracking
- Oversight and coordination of the Skeetchestn FireSmart program, including: risk assessments, community outreach, mitigation activities
- Recruitment and oversight of FireSmart seasonal staff (if applicable)
- Collaborate with Skeetchestn Natural Resources and other agencies to facilitate effective wildfire response, cultural burning, community protection efforts
Training, Exercises, and Community Preparedness
- Coordinate training plans for staff, responders, and partners (EOC, evacuation, communications, roles/responsibilities).
- Lead after-action reviews, track corrective actions, and report progress to leadership.
General Administration, Reporting & Stakeholder Relations
- Prepare reports and briefings for Chief and Council and senior leadership as required.
- Maintain records, training logs, exercise documentation, and program files.
- Build and maintain strong working relationships with external agencies, neighboring communities, and service providers.
Other related duties as required.
Qualifications & Experience
Required
- Post-secondary training in Emergency Management, Public Safety, Fire/Wildfire, OHS, or a related field; or an equivalent combination of education and experience.
- 5+ years of relevant experience in emergency planning/coordination, public safety, EOC operations, fire/wildfire, policing support, or community safety.
- Fire Officer 1 (minimum)
- Fire Instructor 1 (minimum)
- NFPA 1001
- A valid BC Class 3 with air endorsement driver’s license
- Experience coordinating multi-agency activities and working respectfully in community settings.
- Valid driver’s license and ability to travel as required.
- Experience developing grant/funding applications and reporting.
Preferred / Assets
- Experience working within First Nation or Indigenous communities.
- Emergency management certifications (e.g., CEM/AEM or Canadian equivalents).
- Incident Command System (ICS) certification above the 200 level
- Experience with evacuation planning, reception centre operations, and community emergency communications.
- Wildland Urban Interface (WUI) Structure Protection training
- 200 and 300 level S-Series BC Wildfire Service courses
Skills & Competencies
- Strong planning, organization, and follow-through; able to manage multiple programs at once.
- Clear communication and strong relationship-building skills with leadership, staff, and external agencies.
- Ability to work calmly and effectively under pressure, including during extended emergencies.
- Strong documentation skills (incident logs, action plans, situation reports).
- Proficiency with Microsoft Office and the ability to learn emergency management tools/software.
- Professional judgment, confidentiality, and cultural awareness.
Working Conditions
- Combination of office, field, and site-based work.
- On-call or emergency response may be required.
- Exposure to construction sites and utility infrastructure environments.
- Must be available for on-call response and may work extended hours during emergencies.
- Work may include field operations in challenging conditions (smoke, heat, adverse weather, rough terrain) depending on incident type.
- Some travel for meetings, training, and incident coordination is required.
