The Director of Infrastructure is a senior executive leadership role responsible for strategic planning, delivery, and oversight of all major capital, housing, water, wastewater, transportation, and community infrastructure projects for the Skeetchestn Indian Band. This position ensures full compliance with the Financial Administration Law (FAL), all applicable funding agreements, procurement rules, operational standards, and audit requirements. The Director of Infrastructure is accountable for establishing and leading the Infrastructure Governance Pillar, strengthening transparency, risk mitigation, public engagement, and financial accountability within the community. The role requires a highly experienced professional (10+ years) with a recognized engineering or technical designation, capable of overseeing complex, multi-million-dollar construction projects and guiding technical teams, consultants, and contractors. The Director provides oversight and leadership to Public Works and Housing staff to ensure safe, reliable, and sustainable infrastructure development for the community.

 

Key Responsibilities

Performs all duties and responsibilities in accordance with Skeetchestn Indian Band policies, practices, and procedures as directed by the Director of Operations.  Maintains confidentiality as required pertaining to members, clients, employees, and general matters of SIB.

 

Governance, compliance & Finacial Oversight

  • Ensures all capital and infrastructure projects comply with the Skeetchestn FAL, Finance Policy, Procurement Policy, Council resolutions, and applicable Indigenous Services Canada (ISC) requirements.
  • Reviews and recommends for approval all project invoices, progress claims, contract payments, and change orders.
  • Oversees financial planning for capital projects, including cost control, cash-flow forecasting, budgeting, and audit readiness.
  • Ensures all reporting obligations under funding agreements are met, including monthly, quarterly, and year-end submissions.
  • Develops and implements the Infrastructure Governance Pillar, establishing clear processes for accountability, transparency, and project oversight across the organization.
  • Ensures proper documentation, due diligence, and decision records for all infrastructure activities.

 

Strategic leadership of Capital & Infrastructure Projects

  • Follows safe work procedures at all times including wearing of PPE as required. Files incident reports to Manager immediately upon occurrence.
  • Performs checks on irrigation equipment and sets up and moves sprinkler systems as required.
  • Performs snow and ice removal for streets, sidewalks, and parking lots of SIB properties.
  • Inspect, maintain, install and repair park and playground equipment.
  • Performs grounds maintenance activities including lawn mowing, basic landscaping, planting, pruning, seeding, and fertilizing using a variety of equipment and tools.
  • Street repair and maintenance including, but not limited to, repairing manholes and sidewalks, fixing signs, trimming trees, ditch mowing, culverts, cattle guards and striping.
  • Performs required labor involved in construction and maintenance of projects as part of a crew, including pavement cutting, ditch digging, manhole and line cleaning, main and pipe repair, laying pipe, trenching and backfilling.
  • Determines and marks the locations of street light wiring, water, wastewater, storm drain lines from the appropriate sources prior to excavation.
  • Assists with building maintenance activities (internal and external) as requested.  Activities may include paining, window cleaning, lighting, minor repairs, basic HVAC trouble shooting.
  • Repairs and paints fences and outbuildings as required.
  • Assists with septic issues throughout community
  • Assists with garbage and recycling activities.
  • Assists with fire wood program including wood chopping.
  • Performs projects with heavy equipment (gravel truck, excavator, zoom boom etc.) as required and as trained and certified.
  • Keeps shop area clean and organized.
  • Inspects vehicles and equipment as required to ensure safety. Reports any vehicle issues to Manager.
  • Maintains department vehicles and equipment.
  • Assists as required in emergency situations.

 

Procurement, Contract & Consultant Oversight

  • Prepares and/or oversees preparation of RFPs, tenders, scopes of work, and contract documentation.
  • Leads procurement processes in compliance with FAL and procurement policy.
  • Oversees contractor, consultant, inspector, and engineering team performance, ensuring contractual, technical, and safety obligations are met.
  • Conducts or coordinates site inspections; resolves technical or operational issues.

 

Funding, Proposals & Contribution Agreements

  • Leads or supports development of funding proposals, capital plans, grant applications, and multi-year infrastructure strategies.
  • Coordinates all submissions and reporting requirements with the Director of Operations to ensure alignment with organizational priorities.
  • Ensures all Contribution Agreements are monitored, adhered to, and reported on in a timely and accurate manner.

 

Public Works, Housing & Staff Leadership

  • Provides leadership and supervision to Public Works and Housing teams, ensuring clear work plans, accountability, and training pathways.
  • Establishes performance standards, professional development opportunities, and operational capacity-building initiatives.
  • Ensures operational readiness for new infrastructure, including O&M planning, manuals, training, and systems integration.

 

Public Consultation & Community Engagement

  • Designs and leads community engagement processes related to infrastructure projects, including open houses, information sessions, and updates to membership.
  • Ensures infrastructure projects incorporate community priorities, Indigenous values, environmental stewardship, and cultural considerations.
  • Strengthens communication and transparency by implementing regular updates and public reporting mechanisms.

 

Policy Development & Strategic Planning

  • Develops and maintains infrastructure-related policies, standards, procedures, and long-term asset management plans.
  • Leads the creation of strategic capital plans, including housing plans, water/wastewater strategies, maintenance programs, and life-cycle cost analyses.
  • Advises senior leadership and Council on infrastructure priorities, risks, opportunities, and community impacts.

Qualifications

Education & Professional Designation

  • Bachelor’s degree in Engineering, Architecture, Construction Management, or related discipline.
  • Professional designation required (one or more):  P.Eng., P.Geo., Architect AIBC, AScT, PMP, CET/CTech, or equivalent.
  • Master’s degree an asset.

 

Experience

  • Minimum 10 years of progressive, senior-level experience in engineering, capital project management, or infrastructure leadership.
  • Extensive experience managing multi-million-dollar capital projects, ideally within First Nations, municipal, or provincial sectors.
  • Demonstrated experience with ISC funding programs, Contribution Agreements, and public-sector capital planning.

 

Knowledge, Skills & Abilities

  • Strong knowledge of First Nations governance, infrastructure needs, and community development.
  • In-depth knowledge of construction standards, building codes, contract law, procurement processes, and risk management.
  • Ability to interpret engineering drawings, technical specifications, and complex project information.
  • Proven ability to lead multidisciplinary teams, enforce accountability, and communicate effectively with community members, Council, and external agencies.
  • Respect for Skeetchestn culture, protocols, and community values.

 

Working Conditions

  • Work performed in both office and field environments, including outdoor conditions and active construction sites.
  • Must follow safety procedures, use PPE, and participate in emergency response when required.
  • Flexibility required for occasional evening/weekend work and travel for training or meetings.
