The Manager Public Works provides overall leadership, direction and support for the planning, funding, negotiations, development, delivery, financial management, and administration of Skeetchestn assets including buildings, public works, capital projects, and community data infrastructure. This position also participates in the development and implementation of Emergency Preparedness Plans.

 

Key Responsibilities

Performs all duties and responsibilities in accordance with Skeetchestn Indian Band policies, practices, and procedures as directed by the Director of Operations.  Maintains confidentiality as required pertaining to members, clients, employees, and general matters of SIB.

 

Program Management

  • Provides leadership, direction and support in the development, funding, implementation, management, administration and delivery of public works programs.
  • Plans, manages, and administers the maintenance and operations activities and programs supporting Skeetchestn, including community facilities, buildings, roads, grounds, garbage/recycling, water and waste water systems, ensuring compliance with applicable regulations, safety standards, and policies.
  • Facilitates the creation of goals and objectives for specific program and service areas. Assists in developing strategies to achieve these goals and identifies barriers that may impact success.
  • Monitors Public Works programs to ensure they meet the needs of the community. Implements changes as required, and in consultation with the Director of Operations.
  • Works with Director of Operations to develop and implement emergency preparedness plans.  Serves as a key resource and participant during emergencies, including the Emergency Operations Centre.
  • Develops, manages, and monitors compliance with assigned operating and capital budgets; authorizes purchases; oversees maintenance inventory and monitors expenditures.
  • Works with contractors and engineers on project basis to address community needs and related infrastructure.  Ensures civil infrastructure work is up to industry standards, remains on budget and completed on time.
  • Oversees the operation and maintenance of the water treatment facility to ensure the safe delivery of drinking water to the community.  Ensures regular drinking water testing is conducted as required and that any issues are addressed immediately.
  • Ensures septic fields are maintained to standards.
  • Oversees community internet and cellular infrastructure and service.
  • Ensures maintenance of all Band Buildings, interior and external.
  • Ensures green spaces and playgrounds are maintained and safe. Monitors road conditions and contacts the Ministry of Transportation when maintenance is required.
  • Sets up weekly garbage and recycle collection schedule and ensures garbage collection and related services are maintained.
  • Develops and maintains a detailed work plan according to seasons and required maintenance of all public works assets.
  • Responsible to ensure operations and maintenance coverage is available weekends, holidays, and after hours in order to respond to any emergency.
  • Ensures a healthy and safe work environment for all staff in all of Skeetchestn owned facilities.
  • Establishes and maintains strong relationships with staff, members, and contractors.

 

Department Management

  • Provides leadership, direction and support of Public Works programs.
  • Leads the recruitment / selection of department employees and contractors following Skeetchestn’s recruiting policies and practices. Ensures effective onboarding and orientation of new staff.
  • Directs, guides, coaches and mentors staff.
  • Ensures that all employees within the department have the skills and knowledge to perform the responsibilities of their positions.
  • Ensures all staff follow safe work procedures.
  • Manages employee performance and development including day-to-day coaching, performance planning and review, employee training and development, performance improvement plans and corrective action as required.

 

Finance Management and Administration

  • Provides leadership and support in the development and submission of proposals for funding, and approves proposals for funding upon consultation with the Director of Operations.
  • Oversees the development and submission of financial reports to funding organizations as required.
  • Manages the financial affairs of the Department and reports on the financial performance.
  • Prepares annual budget for the Department in consultation with the Finance Manager and the Director of Operations, following established policies, guidelines and protocols.
  • Monitors, tracks and reconciles expenditures to approved budget(s); identifying variances and needs for planned revisions.
  • Monitors and approves expenditures to authorized budget.
  • Oversees the development, review and administration of Department records and information systems.
  • Provides regular and special oral and written reports to the Director of Operations and or Chief and Council.

 

Management Team

  • Participates as a collaborative member of the Management Team.
  • Works with the Management team to ensure a healthy and productive work environment where employees work together to achieve individual, departmental and Skeetchestn goals.
  • Keeps the Management Team and Director Operations apprised on emergent issues that may affect Public Works at Skeetchestn.
  • Maintains a current level of knowledge related to Public Works and governing regulations and requirements.

 

Other related duties as required.

 

Qualifications

Training, Education, Experience

  • Diploma or certificate in construction management, municipal affairs, project management or related field.
  • Minimum 5 years of directly related experience with 2 years at a management level including experience managing external contractors.
  • Experience developing and managing a variety of Public Works programs.
  • Experience managing capital projects.
  • Related experience in Planning, Financial Management, Proposal Writing / Funding and Policy Development.
  • Experience working with related regulations and professional practices and standards.
  • Experience working with Indigenous Services Canada (ISC)
  • EOCP Certification.
  • Completion of SWS (Small Water Systems) Operators course or willingness to complete.
  • Current Class 5 BC Driver’s Licence.
  • Satisfactory criminal records check.

Working Conditions

Work is performed in a variety of indoor and outdoor settings in variable weather conditions.  Some periods of physical work including standing, bending, stooping, climbing and lifting.  Occasional travel to attend meetings or training is required.
