Chief Power Engineer

Main Function 

The Chief Power Engineer is responsible to manage the efficient operation of the Power & Recovery Department and ensure the leadership, safety, quality, budgetary, regulatory and human resource business objectives are achieved.

Areas of Responsibility

Safety, Environmental & Quality

  • Responsible for the safe operation of the Power and Recovery department in accordance with the Power Engineers Act and Regulations for the Act and applicable provincial regulations.
  • Leads safety programs, establishes safety objectives and tracks progress.
  • Engages personnel in the review and changes affecting safe operating and lock-out procedures.
  • Ensure personnel adhere to strict safety protocol and practices in the execution of their responsibilities and provides the training and tools to perform work safely.
  • Develops operating and maintenance parameters to enhance efficiency, energy conservation, environmental performance, while complying with corporate and government safety and environmental regulations and maintains ISO registration.
  • Be aware of environmental responsibilities and ensures Power & Recovery operations maintain compliance to environmental regulations.

Operations & Key Job Accountabilities

  • Delegates responsibility and authority to Superintendents and Shift Engineers; to carry out the safe and efficient operation of the department and supports guides and directs the maintenance of all area equipment.
  • Ensures all pressure vessel repairs, alterations, installations, and operations are in compliance with the Department of Labour and Tech Safety BC Regulations.
  • Responsible and accountable under the Power Engineers Boiler and Pressure Vessels Technical Safety Act to ensure the operation and maintenance of all equipment covered by the Act, conforms to the Act.
  • Documents and reports non-conformances and corrective actions.
  • Manages Power and Recovery chemical treatment programs.
  • Plans, coordinates and leads annual maintenance shutdown activities in the Power and Recovery Department, to ensure the shutdown is well planned and executed and start-up is safe and on schedule.
  • Ensures safe and efficient operation of Power Generation equipment to meet generation and sales targets while meeting EPA requirements

  • Develops and maintains a favourable employee relations climate based on fair, firm, open and consistent administration of the company policies, procedures and where applicable the Collective Agreement.

  • Provides coaching and leadership to department personnel.  Utilizes and develops core strengths and abilities within the team.

Financial Accountability

  • Evaluates new equipment, processes and procedures to improve operations and / or reduce costs.
  • Accountable to monitor and effectively utilize personnel related expenses, such as overtime, training, attendance.

Staff Management

  • Establishes and maintains extensive partnerships and develops a positive working environment with the team and ensures the team members are empowered, encouraged, recognized and rewarded for their contributions and performance. Mentors and guides the team.
  • Establishes clearly defined responsibilities for the department’s salary staff and ensures their ongoing support through timely open and honest communication and performance assessment with active feedback.
  • Attracts and retains people with key skills with the focus on proficiency training and career development.
  • Assumes responsibility for the Power & Recovery Department, including spending authority in the absence of the Power & Recovery Manager.
  • Ensure that all operational issues and concerns are communicated in a timely manner to management.
  • Ensure that Housekeeping and other schedules including operation and equipment checklist of department are being followed and adhered to.
  • Manages and Maintains all required documentation relating to the safe, effective and regulator compliant operation of the Power and Recovery Department

Qualifications

Education / Technical / Experience

  • This position requires a First Class Power Engineer Certificate, 10 years of industry experience resulting in technical and practical knowledge of all phases of steam, power and recovery associated with a modern NBSK facility;
  • Working knowledge of applicable legislated regulations, i.e. OHSAS, Boiler & Pressure Vessel Technical Safety Act and Regulations, WSBC, Human Rights, Labour Relations. etc
  • Solid technical skills combined with excellent project management and strategic skills
  • Proven leadership skills, capable of engaging a team across a broad spectrum of work and business need
  • Demonstrated high standards of integrity combined with a track record of excellence in performance
  • Combination of equivalent experience and education
