Catalyst Port Alberni has an immediate opening for an Operations Specialist for its Utilities Department. Reporting to the Manager Utilities, Finishing and Distribution this role is responsible for the planning, organizing, and directing of activities of the power boilers and effluent treatment plant teams to safety and efficiently in the operation of the power boilers, generator, air compressors and effluent treatment plant at a minimum cost and risk to the environment and equipment. Also, the role will relieve the Manager, Utilities, Finishing and Distribution, in the Manager’s absence.

Accountabilities and key activities:

  • Assist Manager, Utilities, Finishing and Distribution with the efficient operation of the department and all mill pressure vessels
  • Ensure that departmental KPI’s are met
  • Ensure that all department employees are scheduled and adequately trained to safely conduct their duties
  • Liaison and communicate with Kraft and Paper/TMP departments to ensure operation is optimized
  • Ensure that departmental maintenance work is organized and planned
  • Assist area teams in analyzing operational difficulties and initiate necessary action to overcome them
  • Submit and administer the power & recovery operating budgets, be aware of departmental costs and take steps to control them through direction to area superintendents
  • Ensures that all operating employees receive the proper safety indoctrination and training
  • Ensure area superintendents are providing operating standards, instruction manuals and other operational guidance to ensure efficient operation
  • Investigate and report on all safety incidents and near-miss incidents, and establish preventative measures
  • Ensure that an acceptable standard of housekeeping is maintained
  • Inform the Department Manager of pertinent operating, equipment and personnel problems within the department
  • Assist management in making decisions beyond the authority of the Power & Recovery superintendent
  • Represent the company in various industry groups, technical and operating
  • Maintain effective employee and management relations with and among subordinates. Ensure that all supervisors are familiar with the BC Standard Labour Contract and Company policies and procedures regarding labour relations.  Be alert for complaints and grievances among subordinates and process same to a solution as quickly as possible
  • Ensure understanding of the company safety program, WorkSafe BC regulations and company policies and procedures
  • Maintain a positive and professional management style that supports teamwork and the employees in achieving company goals


  • A 2nd Class Power Engineer with interest in acquiring a 1st Class Power Engineering certification


  • An Engineer with a mechanical engineering degree with interest in acquiring a 1st Class Power Engineering certification
  • Operations experience in a manufacturing environment would be a definite asset
  • Proven leadership, conflict resolution and interpersonal skills, ability to work with a diverse unionized workforce
  • Working knowledge of BC Safety Acts, Codes, Standards and Regulations
  • A self-starter with strong troubleshooting and technical abilities who thrives in a fast-paced environment
