POSITION OVERVIEW 

On behalf of the Province of British Columbia and the newly incorporating community of Okanagan Falls, the Regional District of Okanagan-Similkameen (RDOS) is currently recruiting for an Interim Corporate Officer in preparation for the full incorporation of the community. This position will be responsible for drafting initial bylaws, policies and procedures as well as establishing the required corporate operations for local government. 

The community of Okanagan Falls is a vibrant community of 2,202 residents (2021 census data) located at the southern end of Skaha Lake in British Columbia’s Okanagan Valley, south of the City of Penticton, within the traditional territory of the Syilx Okanagan Nation. Known for its warm climate, scenic lakefront, and relaxed lifestyle, the community offers a blend of rural charm and convenient access to expanded nearby urban services. 

The successful candidate will have previous experience as a Corporate Officer and offer an awareness of reconciliation principles guided by Declaration on the Rights of Indigenous Peoples Act (DRIPA).

KNOWLEDGE, SKILLS AND ABILITIES 

  • Extensive knowledge of legislation, related statutes, laws, regulations and precedents respecting local/regional government administration and elections.
  • Extensive experience developing bylaws, policies, procedures and records management processes.
  • Thorough understanding of the Local Government Act and the Community Charter, its interpretation, and other related legislation with an ability to provide advice and guidance as it pertains to local government operations.
  • Thorough understanding and application of the Freedom of Information and Protection of Privacy Act.
  • Ability to exercise exceptional tact, discretion and sound judgment while dealing with sensitive issues in a political environment.
  • Exceptional verbal communication and conflict resolution skills.
  • Demonstrates a commitment to ongoing learning, including participation in cultural and reconciliation education.
  • Exceptional presentation skills, especially the ability to prepare written reports and make oral presentations.
  • Working knowledge of labour relations principles and practices, especially in a unionized setting.
  • Strong organizational, analytical and leadership skills.
  • Strong computer skills in Microsoft Office Suite and software associated with local government operations.
  • Ability to effectively meet established goals and objectives with limited support.

QUALIFICATIONS

  • Degree in political science, public administration, business administration or public relations from an accredited educational institution. Other accredited degree programs may be considered.
  • Local Government Administration Certificate.
  • Certified Municipal Clerk designation is considered an asset.
  • Minimum of seven (7) years related and progressively more responsible management experience, preferably in local and/or regional government. An equivalent combination of education and experience may be considered.
  • Minimum of five (5) years of experience in local government elections, development of corporate policies and bylaw review management.
  • Ability to pass and maintain a criminal record check.
  • Valid BC Driver's License.

This temporary position will work cooperatively with the RDOS over the anticipated seven (7) month contract. Upon establishment of the new council, there is the possibility of a permanent role in the new municipality. The annual salary range for this executive position is $100,891.14 -$116,960.48 and will be prorated based on the start date. Mileage will be paid at the rate established by the Canada Revenue Agency and additional expenses will be reimbursed on an as needed basis following an approval process.
