About the Opportunity
Currently, GDLS is looking for a full-time Facility Security Officer (FSO) to join their team in Lima, Ohio.
The Facility Security Officer will report to the Security Manager, and will manage and communicate government and corporate security policies and procedures associated with a defense contractor. The FSO will interface with Defense Counterintelligence and Security Agency (DCSA) on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM) and execution of all assigned classified contracts to ensure protection of sensitive and proprietary information, assets and employees.
Your duties will also include, but are not limited to:
- Developing and implementing a comprehensive security program for classified and Controlled Unclassified Information information and materials in compliance with Intelligence Community Directives, NISPOM, US Army and DCSA security directives, and other government policies
- Maintaining an effective security program consistent with all regulatory and government policies, including National Industrial Security Program, protecting classified information, sensitive information and company assets
- Providing Industrial Security guidance to senior management, cleared off-sites and security team members
- Serving as the focal point for GDLS for any Security Assessments conducted by government agencies
- Administering security for special programs, including reviewing, approving, and submitting SCI and SAP nomination packages in accordance with customer requirements
- Maintaining Facility Clearance for GDLS and managing appropriate government documentation for closed areas storing information and computer systems at the classified level
- Reviewing, coordinating, updating, and communicating revisions to security program governance documentation, such as policies, procedures, and Standard Practice (SP) manuals
- Conducting investigations into security violations and providing guidance/implementation measures for spill remediation
- Advising personnel of their reporting requirements, both personal/administrative and compliance/incident-related as required in DoD 32 CFR, Part 117
- Preparing DD-254 documentation and appropriate security guidance for subcontractors, as well as coordinating response to security-related CDRLs and proposal items
Please note that the successful candidate will be required to commute to the office in Lima, Ohio.
About You
To qualify, ideally you will need a Bachelor's Degree, preferably in Criminal Justice, Cybersecurity, and have completed the FSO Program Management for Possessing Facilities Curriculum via Defense Security Service (DSS). You will also need 3+ years experience as a FSO or an Assistant FSO in a military, defense or industrial security related field. Candidates that do not have a Bachelor's degree must have a least 5 years’ experience.
The following skills and experience are also required:
- Possess knowledge of the National Industrial Security Program rules, regulations, and procedures, to include a working knowledge of SIMS, JPAS, DISS, NISS and other industrial security related databases
- Ability to manage complex situations and make critical decisions regarding high value programs
- Completion of NISP CSA Facility Security Officer training or complete within 6 months of appointment
- Experience conducting threat assessments, internal audits and inspections and creating processes of efficiency
- Experience in counterintelligence investigations with an emphasis on counter proliferation, defense supply chains and theft of defense intellectual property preferred
- Experience managing teams and effective liaison with federal law enforcement agencies
- Excellent verbal and written communications skills
- Proficient in Microsoft Office products such as Word, Excel, and PowerPoint
The right candidate must also be a US citizen capable of successfully obtaining and maintaining both a Top Secret Government Clearance and unescorted access to the facility. They must also be able to travel sometimes, and answer off-hour emergency calls.
