Your new role

Currently, the District of Tofino has an exciting opportunity for an Engineering Manager to join our team in Tofino on a full-time basis

Reporting to the Director of Infrastructure and Public Works, you will be responsible for delivering engineering, project and asset management services in the areas of water, wastewater, stormwater, transportation, solid waste, land-use, development, buildings and other infrastructure. In this role, you will organize, direct and monitor all aspects of annual projects and capital construction, as well as oversee the Infrastructure and Public Works division. 

More specifically, you will provide direction and support to the department that is responsible for designing, building, maintaining, operating and managing the District’s infrastructure and services so that residents, businesses and visitors can thrive each day. 

Some of your key responsibilities in this role will include:

  • Managing the daily operations of the Public Works crews;
  • Providing oversight and leadership for the construction of the District’s wastewater treatment facility;
  • Leading projects and programs from inception through completion on a variety of engineering assignments across broad technical fields;
  • Directing and managing resources effectively in a rapidly changing environment, and ensuring that timelines, quality and standards are met or exceeded.
  • Acting as a primary technical representative on committees, providing input at meetings, and liaising with multiple stakeholders about projects, programs and developments.
  • Acting as the direct report for the Engineering Project/Asset Management Coordinator and the Public Works Foreman in addition to 6-8 PW utility and labour employees.
  • Engineering new, retrofit or rehabilitation projects in areas of water, wastewater, stormwater, transportation, solid waste, coastal engineering, fleet management, environmental, sustainability, electrical/controls systems, buildings, and other municipal infrastructure and activities.
  • Overseeing and managing construction projects as the District’s main engineering representative.
  • Leading multi-disciplinary engineering projects across civil/structural, mechanical, electrical, controls, and environmental workstreams.
  • Improving the sustainability of district assets, infrastructure and operations.
  • Collaborating across a network of engineering experts to resolve complex engineering problems.
  • Implementing the asset management inventory, condition assessments, plans, processes and tools to continually improve the performance of District-owned assets.
  • Managing risk and operational needs in support of municipal infrastructure.
  • Leading and managing daily construction, engineering and operational activities to deliver and sustain multimillion-dollar, multi-discipline and multi-year projects and works.
  • Carefully managing, tracking and reporting project scope, time and cost, construction contract management, including the claim and dispute resolution process.
  • Supporting the development of the annual financial and operational plans.
  • Supporting sustainable District development and land-use decisions with appropriate technical insights and considerations. 
  • Cultivating a work environment committed to the health, safety, and wellness of all employees.
  • Participating in the District’s Emergency Response Program development, training and execution.

More About You

In order to qualify for this role, you will join us with a bachelor's degree in Civil engineering or a relevant field from an accredited institution along with at least 8 to 10 years of experience in engineering, operations, project management and construction management. You will also have a Professional Engineering (P. Eng.) designation with Engineers and Geoscientists BC and own a class 5 Driver's Licence. Municipal procurement, contract administration and asset management training as well as project management certification will be considered strong assets. Please note that the role also requires interfacing with the public and elected members of Council at meetings that may be held after working hours.

Finally, you'll also need the following knowledge and experience:

  • Experience managing facility redevelopment, ageing infrastructure, and long-range infrastructure planning.
  • Proven capital construction experience and performance.
  • Professional knowledge of legislation, operations and management applicable to municipality operations, water and wastewater infrastructure, water quality management, sanitary sewer and drainage systems.
  • Knowledge and understanding of civil construction methods, practice, best-practice and administration.
  • Experience managing in a union environment.
  • Proficiency with engineering and management computer software as well as Microsoft Office programs.
