About the Organization

The Nisga'a Lisims Government (NLG) building opened its doors in 2000, and has since been responsible for a vital set of functions carried out under various departments including Finance, Programs & Services, Fisheries & Wildlife, and Lands & Resources, all which contribute to the development of the surrounding area. NLG's directives are governed under Nisga’a laws as well as federal and provincial laws.

About the Opportunity

NLG is currently seeking a Deputy Director of Finance to join their team and be based in New Aiyansh within beautiful British Columbia on a full-time basis.

Reporting to the CFO, this pivotal leadership role will see you responsible for overseeing the operating functions of the Finance Directorate, comprising the Accounting Department and Information Technology Department. This is a high-level position involving complex accounting work and is responsible for the efficient operations of the accounting department, which through the Controller/Manager, Financial Reporting is responsible for all accounting functions including payroll, accounts payable, accounts receivable, accounting, and budget preparation and control while always observing and complying with all organizational policies. This role will also see you responsible for two direct reports, the Controller/Manager, Financial Reporting and the IT Manager. 

Some of your key responsibilities in this role will include: 

  • Managing staff through effective performance management to maintain a high level of staff performance and teamwork as well as, when necessary, working with the CFO to deal with performance and disciplinary issues. 
  • Working closely with the Controller/Manager, Financial Reporting:
    • Administering and maintaining the accounting software, system of accounts, and structure. 
    • Ensuring the integrity of the General Ledger accounts. 
    • Preparing monthly financial statements and all associated working papers and documentation to the standards required by external auditors before subsequently coordinating with the external auditors for interim and year-end audits. 
    • Preparing financial reports, information, and statistics for outside agencies, regulatory bodies, funders, and other levels of government. 
    • Maintaining appropriate cash balances, reviewing and approving bank transactions and bank reconciliations.
  • Overseeing the investment of surplus funds and arranging short term borrowing, as required. 
  • Working with the Trustee of Nisga'a Settlement Trust and applicable investment managers. 
  • Participating in developing, preparing, and implementing accounting, financial, and budgeting systems, internal control, and policies and procedures. 
  • Providing technical assistance to the greater team on financial procedures, systems, operations, and use. 
  • Assisting the CFO in developing, evaluating, and enforcing standards of accounting and financial reporting throughout the organization. 
  • Monitoring and managing operating agreements with various external organizations and agencies. 
  • Attending and presenting to Wilp Si'ayuukhl Nisga'a, Executive, Nisga'a Finance Committee, and other committees, as required. 
  • Maintaining positive and engaging relations with internal and external stakeholders including representatives from Nisga'a Villages, Urban Locals, and Nisga'a Entities, other levels of government, agencies, funders, financial institutions, trustees, investment managers, consultants, and lawyers. 
  • Reviewing and interpreting legislation, statutes, and complex agreements. 

In order to qualify for this role you will need a CPA Designation along with at least 5 years of financial leadership and management experience. Previous experience working with a First Nation community or a local government is an asset.
