About the Opportunity

Currently, the Kitselas Government has an exciting opportunity for a Chief Administrative Officer to join our team in Terrace, BC on a full-time basis. 

As our new Chief Administrative Officer, you will report to the Council while leading the planning, organization, implementation, and evaluation of the overall management of all day to day operations of the Kitselas First Nations service. This role will require you to perform duties within the framework of the Kitselas Financial Administration Law (FAL) and other Kitselas laws and policies. Your work within this role must be guided by the vision and framework of the Kitselas Chief & Council.

Some of your key responsibilities within this role will include:

  • Carrying out the overall management of all Kitselas Administration departments. 
  • Ensuring compliance of enacted Kitselas laws as well as applicable federal and provincial laws. 
  • Ensuring that management, operational policies and procedures, and internal controls are all in accordance with approved budgetary allocations and meet all legal, ethical, Human Rights, and Employment Standard requirements. 
  • Upholding the values and principles of the Kitselas Nation. 
  • Maintaining the integrity of the administrative function of the organization and bringing political issues to the council. 
  • Updating and recommending to Council any revision of organization goals, objectives, short term and long term goals, and strategic direction. 
  • Preparing a standard Council agenda. 
  • Drafting laws and policies and developing implementation plans as well as reviewing and providing recommendations for the improvement of existing laws and policies. 
  • Carrying out the management and capacity development of the department and leads within the Kitselas administration.
  • Ensuring effective human resources management including compliance with Kitselas' HR Policy and Procedures. 
  • Preparing and recommending to the Council, as necessary, revisions to the organizational chart. 
  • Overseeing public communications as per communications policy. 
  • Serving as a spokesperson for the KFN administration within the community. 
  • Developing systems to actively involve and consult with community members. 
  • Monitoring and evaluating the effectiveness and appropriateness of programs and services delivered to the community. 
  • Participating within the Kitselas Emergency Response Plan and be one of the points of contact. 
  • Consulting with council regarding the organization's history and community traditions when considering or applying new initiatives. 
  • Working with Council and department leads to proactively eliminate financial and legal risks. 
  • Working with the Senior Financial Officer to provide proactive, transparent, and in-depth financial analysis in order to enhance the organization's leadership and operations. 
  • Fostering and maintaining the intergovernmental relationships with Canada, BC, local, and regional governments. 
  • Working with legislators, regulatory agencies, governmental agencies, volunteers, and non-profit organizations to promote legislative and regulatory policies that encourage healthy stakeholders and community volunteers as well as addressing the issues affecting KFN community members.
  • Ensuring the proper development, administration, maintenance, and evaluation of information systems that connect staff within and across teams.

More About You 

In order to qualify for this role, you will need at least 5 years of experience in a senior management position along with a university degree in business administration, public administration, or a related field and previous HR Management experience. You'll also possess, have knowledge of, or experience with the following:

  • The programs, regulations, and procedures of ISC (Indigenous Service Canada)
  • Securing funding available from other federal and provincial government departments and other various funding sources. 
  • Financial planning and reporting. 
  • Knowledge of privacy legislation and confidentiality policies and procedures. 
  • Previous experience working in a First Nations community and/or organization is preferred. 
  • An understanding of all relevant federal, provincial, and local legislation as well as policies and procedures. 
  • An understanding of the northwest BC cultural and political environment is an asset.
  • The ability to be bondable. 
  • A driver's license and reliable transportation. 
  • The willingness to travel and attend training, as required.
