Accreditation and Research Development Officer, Laboratory Medicine, Diagnostic Accreditation Program

POSITION SUMMARY

Reporting to the manager, laboratory medicine, the accreditation and research development officer (ARDO) for laboratory medicine is primary responsible for the evaluation, development and maintenance of the Diagnostic Accreditation Program (DAP) laboratory medicine accreditation standards. In addition, the ARDO develops and maintains assessment protocols, provides interpretation of standards, analyzes and reports on accreditation assessment data and supports advisory committee activities. The ARDO is also responsible for developing training material for the assessor training and competency program and the post-evaluation of assessors.

In the capacity of an accreditation officer, the ARDO has authority to review and sign off on evidence submitted in response to outstanding mandatory requirements, and to make recommendations for accreditation awards to the DAP Committee.  

    

DUTIES AND RESPONSIBILITIES

Duties include but are not limited to the following:

Develop and maintain accreditation standards for laboratory medicine program

  • draft standards, establishes mandatory requirement timelines
  • implement standard revisions according to established procedures
  • create, reviews and maintains assessment protocols and other assessment tools
  • develop tools for standards evaluation and quality improvement
  • ensure consistency across disciplines
  • document procedures for the review, revision and development of standards
  • assess content and application of the standards during real-time assessment activities

Act as a reference and resource for the interpretation and application of standards

  • provide advice on the laboratory medicine accreditation standards to internal and external clients
  • identify reference materials and evidence documentation
  • review and resolve standards challenges according to established procedures
  • present new or revised standards to laboratory medicine community groups as required

Perform research and specific analysis to support decision-making and system-wide improvement

  • collect data from accreditation assessments for the purposes of review, analysis and summary
  • review literature and other references
  • consult and communicate with content experts and stakeholders
  • provide reports and documentation to senior DAP staff as required

Support the laboratory medicine advisory committees

  • coordinate advisory committee activities including standards review, maintenance, interpretation and appeal
  • prepare the advisory committee meeting agenda for review and approval by the manager, laboratory medicine and the chair of the advisory committee
  • prepare associated materials for distribution with the final agenda
  • ensure advisory committees advice and consensus decisions are implemented into accreditation standards

Support other accreditation programs in the development of standards              

  • participate in inter-program discussions on standards content and interpretation
  • provide support to other accreditation programs standard development

Support the assessor training and competency program

  • develop associated educational, training and supporting material
  • provide specific orientation and training to peer-assessors
  • perform post training evaluation of peer assessors
  • assist in the continuous development and maintenance of accreditation methodologies, processes and tools

Perform duties of an assessment officer

  • conduct initial assessments of new services/facilities as required
  • conduct focused visits as required
  • identify best practices, opportunities for improvement, and follow-up actions required to address outstanding mandatory requirements

Other general duties

  • assist with the maintenance of facility profiles, key contact lists, etc. to ensure information is current, accurate and reliable
  • participate in communication and representation activities
  • facilitate meetings, forums, focus groups and workshops
  • attend meetings and functions at the direction of the manager, laboratory medicine program
  • perform related duties as assigned 

DECISION-MAKING

  • identify best practices, opportunities for improvement, and follow-up actions required to address outstanding mandatory requirements
  • review and approve/reject submitted outstanding mandatory evidence
  • make recommendations for accreditation awards to the DAP Committee
  • coordinate resolution of standards change requests or challenges

ACCOUNTABILITY

  • inform the manager, laboratory medicine of any quality, safety or other risk issues related to accreditation assessment activities, ensuring that any potential hazards and risks to patients and/or staff are recognized and minimized
  • participate in quality and safety process improvement activities provided through the DAP quality improvement program
  • follows the policies and procedures of the DAP and the College

SKILLS AND QUALIFICATIONS

Required skills and qualifications include:  

  • graduation from a recognized post-secondary institution in a health-related discipline and/or five years’ experience working in a health service/system
  • RT (General) certification from the Canadian Society of Medical Laboratory Science (CSMLS)
  • experience working with quality systems and accreditation programs
  • experience in data collection, review, synthesis, and the qualitative and quantitative analysis of data
  • demonstrate effective interpersonal skills necessary to interact in a professional manner
  • excellent written and verbal communication skills
  • evaluation and critical thinking skills
  • facilitation skills
  • ability to deliver education and orientation programs utilizing a variety of education methodologies 
  • ability to organize and set work priorities
  • ability to exercise good judgment in recognizing scope of authority and protecting confidential information
  • possession of a valid BC driver’s licence
  • ability and willingness to travel
