Senior Advisor, Methadone Program

POSITION SUMMARY

Reporting to the manager, drug programs, the senior advisor, methadone program is the lead for Methadone Panel meetings and methadone practice assessments. The senior advisor interacts regularly with the manager, deputy registrar, Methadone Panel members, monitoring department, College staff and external stakeholders including Ministry of Health and other health authorities within BC and Canada.

The senior advisor is responsible for all administrative functions in accordance with College policies and procedures supporting the management of the daily activities of the Methadone Maintenance Program (MMP) until its transfer to the BC Centre on Substance Use (BCCSU). The MMP is a regulatory program that oversees exemptions (authorizations) under section 56 of the federal Controlled Drugs and Substances Act to prescribe methadone (for analgesia, for treatment of opioid dependence, and in the context of working as a hospitalist). The Methadone Maintenance Program is supervised by the Methadone Panel. 

DUTIES AND RESPONSIBILITIES

Duties include but are not limited to the following:

Methadone Panel coordination

  • ensure that meeting dates are set, agenda is finalized and packages sent to panel members in a timely manner
  • prepare panel meeting packages (including preparation of summaries, review and edit documentation for presentation to the panel as appropriate)
  • take minutes, focusing on action items at panel meetings and ensure finalization
  • prepare, review and send post-meeting correspondence for review by manager, drug programs
  • monitor action items from the panel and ensure completion

Methadone practice assessments (MPA) coordination

  • coordinate and provide oversight to the timely drafting of paper assessments
    • assign peer practice assessors for in-office audits of active methadone practices
    • prepare all documentation pre- and post-assessments (in-office and documentary) and liaise with all parties
    • follow-up assessment reports and prepare for Methadone Panel review
    • follow-up MPA action items and recommendations
    • maintenance of MPA reporting table for Methadone Panel

Oversight of the methadone program telephone extension (2628) and email inbox

  • be the first point of contact for methadone program staff to ensure voice mails, emails and follow-up actions are attended to
  • develop standard email templates to ensure consistent responses
  • set, meet and monitor realistic response time frames
  • respond to inquiries from the public, physicians, various health organizations, and the government

Other duties include but are not limited to the following

  • participate in the development and recommendation of changes to policies, standards, procedural descriptions or summaries
  • identify issues for discussion at program meetings
  • coordinate existing or improved procedures with IT
  • represent the methadone program with IT project development and implementation
  • perform any other related duties as required to support the drug programs and College

DECISION-MAKING

  • first point of contact for methadone program staff with questions about processes and procedures
  • ensure all significant issues arising from MMP are communicated to manager, drug programs
  • work with manager to provide statistical information to various organizations (i.e. the College Annual Report and Annual Report to Government (Ministry of Health)) 

SKILLS AND QUALIFICATIONS

Required skills and qualifications include: 

  • bachelor’s degree or the equivalent in experience and qualifications
  • three to five years of relevant experience or equivalent combination of education and experience
  • strong working knowledge of Microsoft Office applications including Access, Excel, Word and Outlook
  • knowledge of College policies and procedure is an asset
  • familiarity with scientific/medical language
  • excellent oral and written communication skills
  • demonstrated ability to multi-task and prioritize, work under pressure and meet deadlines
  • strong interpersonal and organizational skills
  • ability to take initiative and work both independently and as a team member
  • ability to maintain a calm demeanor during busy or stressful times
  • ability to exercise good judgment in recognizing scope of authority and protecting confidential information a must
  • ability to exercise good tack and discretion when handling sensitive and/or confidential matters
